Project managers rarely make decisions in ideal conditions. In many environments, constraints are real, non-negotiable, and consequential - shaped by regulation, reliability, public impact, and accountability to multiple stakeholders.

This session explores how experienced project leaders apply judgment when flexibility is limited and trade-offs are unavoidable. Drawing on real decision moments from complex, high-impact work, the speaker will share examples where constraints could not be negotiated away, where protecting one outcome required sacrificing another, and where decisions carried broader public or organizational consequences. Rather than focusing on project mechanics, the session emphasizes how project managers think in constrained environments and how they make choices they can stand behind. Participants will then apply this decision lens to their own work through guided small-group discussion, examining the constraints they face, the trade-offs they are navigating, and the reasoning behind their current choices. The session concludes with synthesis and a practical decision checklist that attendees can use immediately in project conversations and stakeholder discussions.

This is a highly interactive, experience-driven session designed for practicing project managers who want to strengthen decision quality when “just adjust the scope” is not an option.

Abraham Mohammad

During his 25+ year career at The New York Power Authority, Len Caputo has worked in IT and currently Operations, where he is the Senior Director Asset Performance, managing multiple projects related to Asset Management and Performance.

Len is responsible for NYPA's Asset Performance Program and Enterprise Asset Management System (Maximo). He actively participates in the Northeast Maximo Users Group – NEMUG, Maximo Utility Working Group – MUWG (former Management Committee Member). Institute of Asset Management (IAM) – Former New York Chapter Chair.

He is a graduate of Manhattan College (BS – MBA) and member of Delta Mu Delta – National Honor Society, School of Business and completed the Executive Education Program at Columbia Business School in 2016.

An active participant in Toastmasters International, he received his DTM in 2014; he is a NYPA Mentor and Co-Chair of the NATF Asset Management Group,

Len is a Certified Six Sigma Green Belt, PMP, CMRP, IAM Certificate and Diploma in Asset Management, IAM Fellow, IAM Asset Management Professional and former Outreach Chair for SMRP (Society of Maintenance and Reliability Professionals).

Abraham Mohammad is a seasoned Project Manager II at Major Capital Project, where he leads a dedicated team responsible for managing major capital electrical infrastructure upgrades.

Abraham holds a Bachelor of Science in Mechanical Engineering and a Master's in Business Administration, equipping him with the skills necessary to navigate complex project landscapes and deliver exceptional results. His professional credentials also include being a certified Design Build Professional, highlighting his proficiency in integrated project delivery methodologies.

Throughout his career, Abraham has demonstrated a strong ability to manage high-stakes projects, particularly in the realm of high voltage equipment. One of his most notable achievements is the successful completion of the first Priority Transmission Project in New York State, a milestone that underscores his capability to lead large-scale infrastructure initiatives to fruition.
