Lessons from a Large-Scale Healthcare Transformation

Drawing on lessons from one of the largest healthcare technology transformations in the United States, this session explores how a comprehensive risk management function was established to support a complex, multi-billion-dollar enterprise program involving numerous stakeholders, vendors, and governance layers. We will examine practical approaches to developing risk governance, engaging stakeholders, creating reusable risk management assets, and establishing communication mechanisms that kept leadership informed and projects moving forward.

Brendan Sargent is a senior strategy and governance leader with more than 15 years of experience driving large‑scale transformation across highly regulated industries, including federal healthcare. He specializes in building risk‑management and governance frameworks that strengthen executive decision‑making, accelerate issue escalation, and improve program stability. Brendan led risk management for one of the largest healthcare technology transformations in the United States, establishing enterprise governance structures, redesigning decision‑making charters, and directing cross‑functional teams to remediate high‑impact operational risks. His work emphasized disciplined judgment, structured thinking, and continuous learning—principles central to effective risk management.
As a Lead Associate at Booz Allen Hamilton, he advised senior executives across regulated healthcare and government portfolios, redesigning governance processes for opportunities exceeding $250M and shaping strategy for modernization initiatives where compliance, scale, and stakeholder trust were critical. Brendan also founded Emerald Elemental, reinforcing his expertise in structuring complex regulated systems into clear, durable decision frameworks.
